Culloden is governed by a mayor and city council elected by residents. Council meetings are open to the public and held at Culloden City Hall, 9 College Street.

Lynn Cato-Miller

Mayor

A lifelong Monroe County resident, Mayor Cato-Miller returned to her childhood home in Culloden to bring her passion for preservation and community revitalization back to her hometown. She has served the city as a public servant for 20 years, on the council before being elected mayor in 2017.

I, Lynn Cato-Miller, grew up in Culloden, Monroe County’s only other incorporated city besides Forsyth. I have lived in Monroe County my whole life and lived in Culloden for most of it. After moving away for several years, I returned to live in my childhood home, bringing my passion for preservation and community revitalization back to my hometown. I have served the city and community as a public servant for 20 years. Before being elected mayor of Culloden in 2017, I served as a council member.

My life is deeply rooted in Monroe County, defining my approach to small-town leadership and grassroots public service. I have worked in the cafeteria at Hubbard and currently drive a bus for Monroe County BOE as a special needs driver. But the work I am most enthusiastic about is being a foster parent for special needs and medically fragile children.

Dr. Margie Bryant

Councilmember

An educator, public servant and first responder, Dr. Bryant has devoted decades to Culloden and Monroe County through special education, City Council service, emergency response and community outreach.

Dr. Margie Bryant was born in Musella, Georgia, in Crawford County, and moved to Culloden when she was six months old. She attended Monroe County schools and graduated from Mary Persons High School in 1972. Committed to lifelong learning, she earned degrees from Gordon College, Mercer University and Nova Southeastern University.

Dr. Bryant dedicated approximately 38 years to the Monroe County School System, teaching her true passion: special education. Known for her deep love for her students, she built lasting bonds of affection and respect. Even in retirement, she continues to support former colleagues by surprising faculty and staff across Monroe County schools and departments with candy and treats throughout the year.

For over 30 years, Dr. Bryant has represented Culloden on the City Council. She has remained a steadfast advocate for her constituents, focusing on local government and improving quality of life in her hometown.

Dr. Bryant has also volunteered as a firefighter and first responder for the City of Culloden and Monroe County Emergency Services for about 50 years. Her decades on the front lines reflect a lifetime of putting her neighbors’ safety first.

An enthusiastic organizer of local events, Dr. Bryant enjoys preserving community memories through photography. She frequently organizes 5K races, community celebrations and other local events.

Her leadership was especially vital during the COVID-19 pandemic. Recognizing that many individuals and families were struggling, she partnered with fellow community members to organize four Feed the Hungry food drives. Her life of service is deeply rooted in her faith, and she is a dedicated parishioner at Beulahland Bible Church in Macon, Georgia.

Karen Leamy

Councilmember

Karen moved to Culloden in 2019 after retiring from a career in account management in North Georgia. She joined the City Council because she wanted to give back to the community she now calls home and lend a helping hand wherever she was needed. Outside of her council responsibilities, Karen enjoys traveling, diving and spending time outdoors. When she isn't volunteering, you can usually find her on the ranch or in the water. She lives in Culloden with her daughter and son-in-law and is proud to be part of the Culloden community.

James Pierson

Councilmember

James is from Culloden and spent most of his life farming with his family. He graduated from Mary Persons High School in 1965 and enrolled at the University of Georgia in 1966, earning a bachelor’s degree in business administration in 1970. After returning home from college, he farmed for many years and spent a stint volunteering for the Georgia Farm Bureau, where he steadily rose to Vice President. He also spent six years serving in the National Guard.

Jacob Sanders

Councilmember

Jacob is proud to serve on the Culloden City Council. Born and raised just down the road in Yatesville, he moved to Culloden in 2018 after marrying his wife. A devoted father of two and an outdoor enthusiast, he has spent 17 years as a volunteer firefighter in Yatesville, including five years of service with Monroe County. He ran for city council to ensure Culloden remains a wonderful, welcoming place to live, and works daily to keep residents happy, preserve the character of a historic community, and make sure city government is always ready to lend a helping hand.

The City Clerk maintains city records, council minutes and ordinances, and handles resident requests for documents, forms and agenda items.

The City Chaplain opens council meetings with prayer and is available to city officials, employees and residents in times of need.

Bob Harris

The City Attorney advises the mayor and council on legal matters and reviews the city's ordinances, contracts and resolutions.

Upcoming election

One Culloden city office is up for election in the general municipal election on Tuesday, November 3, 2026. Residents who are interested in running, or who want the office and candidate list confirmed, should call City Hall at (478) 885-2249 or see the election notice.

Council meetings
